   Prequalification   

Firm Prequalification
Contractors

The Capital Development Board welcomes new firms and encourages construction businesses to consider state construction work, whether as prime contractors, subcontractors or suppliers.

Although firms that are "subcontractors" or "suppliers" (those contracting through a "prime" contractor) need not be prequalified, CDB encourages subcontractors to become prequalified to bid on projects within their bonding capacity.

Any firm interested in competitively bidding on a project with the Capital Development Board must be prequalified a prime contractor by 5:00 p.m. the day prior to bidding. Minority- and female-owned firms should be registered/certified with the Illinois Department of Central Management Services or certified with the Illinois Department of Transportation.

Firms interested in becoming prequalified must complete the Contractor/Bidder Prequalification Application. Please allow at least 30 days for processing the application.

General contractors shall perform the work at a site employing not less than 20 percent of their own forces. Mechanical/Electrical and other types of "prime" contractors shall perform the work with not less than 40 percent of their own forces.

New firms will be prequalified for one year. Upon renewal, most firms will receive a three-year prequalification. Firms that have been found not to be responsible may be denied prequalification or given limitations on bidding.

CORPORATIONS - A condition of CDB prequalification requires that corporations be classified as being "in good standing" with the Illinois Secretary of State (SoS) when prequalification is granted and at the time of contract award. Corporations are reminded that it is their responsibility to maintain this active status so that contract awards are not delayed. Failure to provide timely proof of good standing may result in rejection. Inquiries should be directed to the Secretary of State's Corporation Division at 217/782-6961.
