Q: Can I get prequalified as a Prime Contractor if I’m a Subcontractor?

A: Yes. As long as the firm can meet “all” requirements of the application, they can be prequalified.


Q: Can I get prequalified as a Prime Contractor if I’m a supplier, manufacturer or fabricator?

A: No, the CDB only prequalifies performing contractors.


Q: I want to bid on a CDB project, but I haven’t submitted the application yet. Can I bid on a project as long as my application is pending?

A: No. Prequalification must be approved by 5:00 pm the day prior to the bid opening. An incomplete or “pending” application will cause rejection of a bid.
Firms must allow 30 days processing time once a completed application has been received.

Q: I am not prequalified with CDB, but I am certified with Central Management Services or the Illinois Department of Transportation as a minority- or female-owned business. Can I bid on CDB projects?

A: No. Certification with Central Management Services (CMS) or the Illinois Department of Transportation (IDOT) as a minority- or female-owned business is not the same as being prequalified with the Capital Development Board. CDB does NOT certify firms as minority- or female-owned. CDB will recognize firms as being certified with CMS or IDOT when firms provide a copy of current certification from CMS or IDOT.


Q: Can I show my Professional Design Firm Prequalification as pending when submitting on a project?

A: If it is being advertised in a CDB Bulletin, prequalification must be in place prior to a submittal. If the User is doing its own selection then contact them to see what their requirements for submitting a proposal are.


Q: Do Landscape Architects or Interior Designers need to be prequalified?

A: No.
